APPLICATION FOR RESEARCH FUNDING BY WINETECH
GUIDELINES, PROCEDURE AND GENERAL INFORMATION
(August 1999)
WINETECH acts in the interest of the SA Wine Industry and will be guided, in the consideration of any application, by whether the specific research, technology transfer or training will contribute to the creation and application of technology which may result in winning advantages in the market place.
- All applications must be submitted in the prescribed format, obtainable from the Executive director. However, applicants from the ARC may use the ARC format. Applicants from Universities must use the THRIP format.
- Any application qualifying for THRIP funding must be submitted in English.
- WINETECH's Executive director awaits priority descriptions and/or proposals for funding of possible new research projects in a subsequent year before or on 20 April of the preceding year. The proposal(s) must not exceed one page and should indicate the direction and interest of the research in broad outlines only. (If possible, the specialist committee should be indicated). This proposal is used by WINETECH's specialist committees to judge whether this research is of sufficient interest to be considered for funding. If so, a detailed proposal will be requested in one of the prescribed formats indicated above (see item 1).
- WINETECH's Executive director will promptly submit these proposals for possible research projects to the chairman of the specific specialist committee to be judged by the committee in the course of May.
- In June the committees discuss the new proposals with the applicants. The chairman of the specialist committee before whom the application serves is responsible for notifying applicants whether their proposals can be submitted for further consideration or not. (ARC provides a list of new projects to the Executive Director who finalises it with specialist committees and ARC before 15 June).
- The total project cost as well as the portion for which the application is made to WINETECH, should be clearly indicated.
- Progress reports and project descriptions for new projects as final applications must be submitted to the Executive director before or on the second Friday of August. Both the progress reports and the final applications should indicate the specialist committee to whom the application is submitted. Final applications should indicate clearly which WINETECH priorities are being addressed. The Executive director will provide the chairmen of the specialist committees with the reports and applications. It is the responsibility of the chairman of the specialist committee to monitor whether all progress reports have been submitted and that progress has been satisfactory. If not, the second payment must be withheld until a discussion with the management of the party in question has taken place.
- During August/September the committees evaluate the progress reports of running projects and judge the final project proposals and discuss them with the applicants in the course of September.
- Payment will take place following submission of an invoice at times agreed to on an annual basis by WINETECH and the party in question.
- Budget. The chairman of each committee is responsible for submitting a budget per committee per specialist committee (if required) per party in question to the Executive director, in the prescribed format, before 30 September of each year.
- The funding of a project is subject to available funds as well as the approval of WINETECH's Management committee.
- WINETECH will attempt to inform all applicants before the end of November of the year in question whether their application, as determined by the available budget, has been successful or not.
- All project applications are re-evaluated annually. Funding in a particular year does not imply an automatic continuation of funding in the following year and continued funding will only be considered after submission of annual progress reports.
- The results of all WINETECH funded research projects must, if possible, be published in at least one scientific and one popular magazine.
- WINETECH reserves the right to claim a pro rata share of any income generated by immaterial property rights and more specifically any patent rights issuing from the research. The pro rata share is in accordance with the percentage of the WINETECH funding of the total expenses of the project. However, WINETECH will also contribute pro rata to all the expenses involved in the registration of such rights. The share of the rights attributable to WINETECH has to be negotiated before WINETECH will fund the project in question.
- The submission of a signed application implies that the applicant agrees to the prescribed rules and regulations.
